An Air Force officer claimed reimbursement for moving expenses incurred while moving a boat incident to a transfer, contending that he was unaware that the Joint Federal Travel Regulations (JFTR) had been amended to include boats as reimbursable items prior to the move. GAO held that: (1) the claimaint failed to obtain authorization prior to the move; and (2) the Air Force could reimbursement the claimant if the claimant could reconstruct his expenses to the Air Force's satisfaction. Accordingly, the claim was denied.
