A firm protested a General Services Administration (GSA) solicitation for courthouse construction, contending that a requirement for integrating building management and control systems: (1) exceeded its minimum needs; and (2) unduly restricted competition. GAO held that GSA reasonably concluded that systems integration would improve service and reduce personnel if they were required to be knowledgeable about only one system. Accordingly, the protest was denied.
