An intermittent employee of the Department of Veterans Affairs requested a waiver of indebtedness for 2 days' pay he received when he was on vacation, contending that he used compensatory time for those days. GAO held that the employee was at least partially responsible for receiving the pay, since he failed to provide evidence that he: (1) was eligible for earning compensatory time; and (2) had permission to use it on the days in question. Accordingly, the waiver was denied.
