[Claim for Interest on Backpay]

A federal employee claimed interest on backpay that accrued due to his employer's failure to include step increases in his compensation. GAO held that the delay in payment did not entitle the claimant to interest, since the underlying determination that he was entitled to backpay was final prior to the statutory effective date of the interest provision. Accordingly, the claim was denied.
