A firm requested reconsideration of its protest against an Army contract award for electrical work. GAO had held that the: (1) protester untimely filed its protest regarding the awardee's allegedly unbalanced bid; (2) Army properly determined that the awardee's bid was responsive; and (3) awardee timely provided the Army with information bearing on its responsibility before award. In its request for reconsideration, the protester contended that: (1) GAO erroneously dismissed its allegations regarding the awardee's unbalanced bid as untimely; and (2) the Army should have rejected the awardee's bid, since it was materially unbalanced. GAO held that: (1) it erroneously dismissed the protester's allegations regarding the awardee's bid, since the protester was not aware of the awardee's bid until after it received the Army's report; and (2) the Army properly determined that the awardee's bid was balanced. Accordingly, the protest was denied.
