This article, which appeared in the GAO Journal, No. 10, Fall 1990, discusses current agricultural policies and farm programs, focusing on: (1) the use of price supports and income supports to allow farms to participate in managing the amount of commodities they produce; (2) the need to improve agricultural programs by increasing the flexibility of programs, eliminating outdated programs, and providing clearer program objectives; (3) the competitiveness of U.S. agricultural trade in overseas markets; and (4) congressional work on the 1990 farm bill.
