A deceased Army member's mother claimed full entitlement to the death gratuity, contending that the decendent's father did not support the decreased and, therefore, was not entitled to an equal share. GAO held that the parents were entitled to equal shares of the death gratuity, since there were no eligible designated beneficiaries and no surviving spouse or children. Accordingly, the claim was denied.
