A firm protested two Air Force contract awards for chillers, contending that the Air Force improperly deprived it of a small-disadvantaged-business (SDB) evaluation preference that would have rendered its bid low. GAO held that the protester did not contract with SDB to manufacture and supply its product and was therefore ineligible for an evaluation preference. Accordingly, the protests were denied.
