A firm protested the Defense Communication Agency's (DCA) rejection of its bid for technical services, contending that DCA improperly: (1) determined that its bid was technically unacceptable; and (2) withdrew the small business set-aside. GAO held that DCA reasonably: (1) rejected the protester's bid due to proposal deficiencies; and (2) withdrew the small business set-aside, since the only bid was technically unacceptable. Accordingly, the protest was denied.
