The Department of Education requested a decision regarding whether it should pay a firm's claim for services rendered in the absence of a contract. GAO held that Education should not pay the claim, since: (1) the claimant rendered voluntary services which were not reimbursable; and (2) it did not imply a promise to pay the claimant. Accordingly, the claim was denied.
