Two firms protested a Defense Logistics Agency (DLA) sole-source award for labyrinth packing assemblies, contending that DLA improperly rejected their bids. GAO held that: (1) DLA determined that the manufacturing process was proprietary to the awardee; and (2) the protesters failed to supply sufficient technical data to establish that they would supply conforming alternate products. Accordingly, the protests were denied.
