A firm protested the Navy's exclusion of its proposal under a solicitation for management support services, contending that the Navy improperly: (1) evaluated its proposal; (2) emphasized technical factors over cost; (3) excluded its proposal from the competitive range; and (4) delayed the evaluation process. GAO held that the Navy: (1) reasonably evaluated the protester's proposal; (2) informed offerers of the importance of cost; (3) properly excluded the protester's high bid from the competitive range; and (4) did not prejudice the protester by delaying evaluation. Accordingly, the protest was denied.
