The Legal Services Corporation (LSC) requested reconsideration of a decision denying it authority to retain counsel, contending that GAO misinterpreted applicable law. GAO held that: (1) there was no basis to overrule or modify the original decision; (2) it appropriately interpreted applicable law; and (3) LSC could not retain counsel for the purpose of influencing Congress. Accordingly, the original decision was affirmed.
