A firm and the National Oceanic and Atmospheric Administration (NOAA) requested reconsideration of a sustained protest of a NOAA contract award for software support. GAO had held that: (1) NOAA did not execute a written urgency determination; (2) the Small Business Administration could have rendered its determination earlier if the protester had been able to challenge the awardee's status earlier; (3) the notice of award provided the protester with the awardee's identity; and (4) the protester timely filed its protest. In its request for reconsideration, NOAA contended that the protester was not prejudiced because it timely protested before receiving the notice of the award. GAO held that: (1) information not presented in the original protest was not a basis for reconsideration; and (2) the awardee was not present for the protest proceedings and was not eligible to request reconsideration. Accordingly, the reconsideration requests were denied.
