Three firms requested reconsideration of their denied claims for reimbursement for bid and protest preparation costs they incurred pursuant to a cancelled Army solicitation for shipment services. GAO had held that the claimants were not entitled to such reimbursement, since their protests were dismissed as academic. In their request for reconsideration, the claimants contended that the Army's cancellation of the solicitation constituted a corrective action that warranted reimbursement for costs and fees. GAO held that the Army reasonably cancelled the solicitation when its requirements changed. Accordingly, the claims were denied.
