A firm protested the Environmental Protection Agency's (EPA) rejection of its bid as nonresponsive for the removal and final disposal of nonradioactive hazardous chemicals, contending that its bid was responsive to the solicitation requirements. GAO held that the: (1) EPA properly rejected the protester's bid as nonresponsive because it took exception to certain material requirements; and (2) the protester did not allege any specific defect in the awardee's bid. Accordingly, the protest was denied.
