The Navy requested a decision regarding two employees' claims for overtime compensation or compensatory time for time they spent travelling outside of normal work hours to respond to emergency equipment repair calls. GAO held that the claimants failed to present sufficient evidence or documentation to indicate that there was an immediate official necessity for the travel occasioned by an administratively uncontrollable event. Accordingly, the claims were denied.
