The Army requested a decision regarding a member's claimed reimbursement of travel expenses he incurred in commuting incident to a transfer. GAO held that: (1) despite confusion over the claimant's entitlement to relocation allowances, his transfer was not cancelled; (2) the Army never authorized the claimant to commute at government expense; and (3) the claimant was not entitled to travel allowances. Accordingly, the claim was denied.
