A firm requested reconsideration of its dismissed protest against a Navy solicitation for a target detecting component. GAO had held that the: (1) Navy properly awarded the contract based on its conclusion that the protester's bid was technically unacceptable; and (2) protester did not show that the Navy acted unreasonably. In its request for reconsideration, the protester contended that: (1) it was an interested party, since it incurred great expense in preparing its proposal; and (2) GAO should consider its claim that the awardee had an organizational conflict of interest on the merits. GAO held that the protester: (1) did not have the requisite economic interest to protest; and (2) could pursue its conflict-of-interest allegation through other channels. Accordingly, the request for reconsideration was denied.
