[Appeal of Claims Group's Denial of Retired Air Force Officer's Claim for Retired Pay]

A retired Air Force employee claimed withheld retired pay, contending that the reduction in his retired pay should be uniform. GAO held that: (1) strict application of regulations resulted in an excess reduction in the claimant's retired pay; and (2) the reduction exceeded congressional intent. Accordingly, the employee's claim should be refunded to him.
