A firm protested a Department of Energy prime contractor's rejection of its bid for personnel and testing evaluations, contending that the: (1) contractor improperly concluded that its bid did not meet personnel requirements; and (2) clearance requirements were unreasonable. GAO held that the: (1) contractor properly rejected the protester's bid; and (2) protester untimely protested after bid opening regarding the clearance requirements. Accordingly, the protest was denied in part and dismissed in part.
