A firm protested the Department of Veterans Affairs' (VA) termination of its contract and subsequent resolicitation for ambulance services, contending that: (1) under a new solicitation, its bid would still be low; (2) resoliciting exposed bid prices would be unreasonable; and (3) VA should reinstate its contract. GAO held that VA improperly awarded on an aggregate basis and subsequently properly terminated the contract and resolicited. Accordingly, the protest was denied.
