[Protest of Army Solicitation as Unduly Restrictive]

A firm protested an Army solicitation as unduly restrictive, contending that the Army improperly restricted the procurement to domestic firms. GAO held that the protester untimely filed its protest 8 weeks after initial adverse action on its agency-level protest. Accordingly, the protest was dismissed.
