A firm protested the Navy's rejection of its bid for electronic switching assemblies, contending that the Navy: (1) improperly evaluated its bid; (2) failed to conduct meaningful discussions with it; and (3) failed to refer the issue of its nonresponsibility to the Small Business Administration under certificate-of-competency procedures. GAO held that the Navy: (1) reasonably determined that the protester's bid did not include sufficient information to determine its alternative product's technical acceptability; (2) properly informed the protester that its bid lacked sufficient technical information; and (3) did not determine that the protester was nonresponsible, but that its bid was technically unacceptable. Accordingly, the protest was denied.
