A firm protested any Army contract award to another firm for siding replacement, contending that the: (1) awardee's bid was so low that it was either erroneous or nonresponsive; and (2) Army decided to make award only for the base contract items to avoid those issues, since it had adequate funding for all contract options. GAO held that the: (1) protester was not sufficiently interested to protest that another bid was erroneous; (2) matter of the awardee's price was not one of responsiveness; and (3) protester's allegation that the Army avoided making award for contract options was based on its other allegations. Accordingly, the protest was dismissed.
