A transferred Forest Service employee claimed reimbursement for real estate expenses incident to the sale of her residence, contending that she had intended to, but could not, occupy her uninhabitable residence, which she had previously rented out, at the time of official transfer notification. GAO held that circumstances beyond the claimant's control prevented her from occupying her residence as she intended at the time of official transfer notification. Accordingly, the claim was allowed.
