A firm protested the Army Corps of Engineers' rejection of its low bid for operation and maintenance of a water treatment plant, contending that the Army unreasonably: (1) interpreted the solicitation requirements in evaluating its personnel and finding it nonresponsible; and (2) determined that it did not have sufficient corporate experience in the type of environmental remediation work the solicitation required. GAO held that the Army reasonably: (1) established definitive responsibility criteria regarding key personnel qualifications; (2) determined that the protester's key personnel were not sufficiently qualified; and (3) found that the protester lacked corporate experience and was nonresponsible. Accordingly, the protest was denied.
