A firm protested the Defense Logistics Agency's rejection of its bid for nonelectrical wire, contending that: (1) the Navy should have allowed it to correct its bid certification that small businesses would not manufacture all of its end items; and (2) it identified a small business as its manufacturer elsewhere in its bid. GAO held that the: (1) separate mention pertained to bidder responsibility, not to the bidder's performance obligation; and (2) Navy properly did not allow the protester to correct the error. Accordingly, the protest was dismissed.
