A firm protested a Navy contract award for a vibration test system, contending that the: (1) awardee failed to certify that it would furnish domestic small business end products, rendering its bid nonresponsive; and (2) Small Business Administration (SBA) erroneously determined that the awardee was eligible to compete under the small business set-aside. GAO held that SBA had exclusive authority to determine the awardee's eligibility and responsibility, since the awardee properly certified its status. Accordingly, the protest was dismissed.
