A firm requested further reconsideration of its dismissed protest against the Army's rejection of its bid for a timed-delay unit. GAO had held that the: (1) Small Business Administration (SBA) had exclusive authority to determine the protester's responsibility; and (2) protester untimely filed its protest regarding alleged solicitation improprieties. In its request for further reconsideration, the protester contended that it timely filed its protest after SBA refused to issue it a certificate of competency (COC). GAO held that the protester: (1) failed to show that SBA acted in bad faith in refusing to issue COC; and (2) untimely filed its protest alleging solicitation improprieties. Accordingly, the reconsideration request was denied.
