The Drug Enforcement Agency (DEA) requested a decision concerning whether it could approve its employees' overseas travel on foreign-flag air carriers in lieu of U.S.-flag air carriers to avoid terrorist threats. GAO held that it would not question any DEA determinations to justify the use of foreign-flag carriers to protect its employees' safety. Accordingly, the travel was allowed.
