A firm protested a Soil Conservation Service (SCS) contract award, contending that SCS improperly allowed the awardee to increase its bid after bid opening, which compromised the integrity of the procurement. GAO held that the protester failed to allege that SCS committed any improprieties in following regulations which allowed the awardee to correct its bid. Accordingly, the protest was dismissed.
