A firm protested a Navy contract award for whip antennas, contending that the Navy improperly waived a solicitation requirement for the awardee. GAO held that the: (1) solicitation provided for waiver of a production drawings requirement if the bidder had previously submitted it to the Navy; and (2) waiver did not prejudice the protester, since the awardee's bid would have been low without the waiver. Accordingly, the protest was denied.
