The Coast Guard requested an advance decision concerning whether an officer was entitled to saved pay and allowances that he did not initially receive at the time of his appointment as a temporary lieutenant because the pay and allowances were greater than those of his former grade. GAO held that the officer was entitled to the saved pay of his former grade, since he would have been entitled to receive the increases if he had remained in that grade. Accordingly, the claim was allowed.
