GAO commented on two General Services Administration proposals to change the Federal Acquisition Regulation. GAO had no objections to proposed revisions which would: (1) clarify existing requirements regarding contractors' indirect cost rate proposals; and (2) implement established requirements for the establishment and use of federally funded research and development centers.
