A firm protested the Air Force's cancellation of a solicitation for food services and subsequent award of a contract under the Small Business Administration 8(a) program for small disadvantaged businesses, contending that the Air Force: (1) could have corrected faulty cost estimates instead of cancelling the solicitation; and (2) unfairly converted the procurement to a noncompetitive set-aside. GAO held that the: (1) Air Force properly cancelled the solicitation, since it overstated cost estimates; and (2) protester failed to show that the Air Force, which had authority to cancel the solicitation in order to procure its requirements under the 8(a) program, acted fraudulently or in bad faith. Accordingly, the protest was dismissed.
