The National Oceanic and Atmospheric Administration (NOAA) requested a decision concerning whether an employee was entitled to waiver of his debt for excess insurance on his household goods shipment. GAO held that the employee was not entitled to a waiver, since he failed to show that he acted in reliance on erroneous information from NOAA. Accordingly, waiver was denied.
