A firm requested reconsideration of its dismissed protest of specifications in a National Aeronautics and Space Administration contractor's solicitation. The protester had contended that the minimum technical requirements were ambiguous. GAO had held that that it would not review the subcontract award, since it was not made by or for the government. In its request for reconsideration, the protester contended that it was not protesting the solicitation, but rather the ambiguous wording of the solicitation specifications. GAO held that the prime contractor was not acting as a government agent, and GAO had no jurisdiction to consider whether the specifications were ambiguous. Accordingly, the dismissal was affirmed.
