A firm protested a Navy contract award for switch station upgrade, contending that the awardee failed to timely acknowledge two solicitation amendments. GAO held that the Navy's inadvertent failure to announce the awardee's acknowledgements did not affect the validity of the awardee's bid, since it timely acknowledged the amendments by certified mail prior to bid opening. Accordingly, the protest was denied.
