This article, which appeared in the GAO Journal, No. 5, Spring 1989, describes new initiatives by public and private partnerships to meet the U.S. need for low-income housing. State, local, and federal changes in tax incentives have helped community development corporations and nonprofit housing organizations to create more affordable housing and a new housing delivery system through new financing sources and relationships among corporate, financial, public, and community sectors.
