A Broader View of Shelter

This article, which appeared in the GAO Journal, No. 5, Spring 1989, discusses the Homeless Assistance Act's role in the fight against homelessness. Although the act presented a critical first step in combating homelessness, the federal government must expand its activities beyond the act's provisions to serve the many groups of homeless persons, coordinate federal, state, and local government responses, encourage service networks, and increase shelter and housing.
