A firm protested a General Services Administration contract award for solid waste collection and disposal services, contending that the awardee's bid was unbalanced and nonresponsive. GAO held that the protester was not sufficiently interested to protest, since it was the fourth low bidder and would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed.
