The Coast Guard requested a decision concerning whether military members could participate in monetary group incentive awards made to a contracting team comprising civilian and military members. GAO held that there was no provisional authority to pay monetary incentive awards for superior accomplishments to military personnel. Accordingly, the payments were denied for military members.
