A firm protested multiple General Services Administration (GSA) contract awards for reporting and transcription services, contending that: (1) GSA structured the solicitation as a multiple award schedule procurement, but failed to make multiple awards in all geographic areas; and (2) it was the only technically qualified bidder other than the primary awardee, and should have received more awards. GAO held that: (1) although the solicitation originally required multiple awards, GSA amended it to allow single awards; (2) the protester untimely filed prior to bid opening its protest against alleged solicitation improprieties; and (3) GSA reasonably based the awards on the evaluation criteria. Accordingly, the protest was denied.
