A firm protested a Bureau of Reclamation decision to purchase full service maintenance for a copier from another firm under a Federal Supply Schedule contract, contending that: (1) it could perform the services at a lower price; and (2) the purchase order did not comply with competition or notice requirements. GAO held that the Bureau properly: (1) determined that the administrative cost to conduct a competitive procurement would negate any savings; and (2) did not publish notice of the purchase order because it was for a requirements-type contract. Accordingly, the protest was denied.
