An individual protested a Forest Service solicitation for road maintenance, contending that the Service should have split the work, since the restrictive specifications imposed an unreasonable financial risk on bidders. GAO held that the: (1) Service was not required to eliminate all performance uncertainties and risks; and (2) solicitation provided enough information for bidders to submit intelligent bids on an equal basis. Accordingly, the protest was denied.
