The Department of Defense Per Diem, Travel and Transportation Allowance Committee requested a decision concerning whether it could amend the Joint Federal Travel Regulations to allow the unrestricted payment of station allowances at a transferred uniformed service member's designated residence for his dependents outside of the continental United States. GAO held that the Committee could amend the regulations to allow the payment of station allowances at the designated residence if the secretary of the service concerned approved the dependents' transportation to that place. Accordingly, the regulations may be amended.
