Highlights

A civilian Army employee claimed: (1) relief from indebtedness as a result of his submission of fraudulent travel claims; (2) a refund of the amount the Army recouped from him through payroll deductions; and (3) reimbursement for the travel and transportation expenses he incurred subsequent to the fraudulent claims. GAO held that the: (1) claimant failed to show that his claims were not fraudulent; (2) Army properly recouped the amount of the fraudulent claim through payroll deductions; and (3) claimant was not entitled to reimbursement for the actual travel and transportation expenses he incurred incident to his transfer subsequent to the fraudulent claims. Accordingly, the claim was denied.
