A firm protested a General Services Administration (GSA) solicitation for hammers, contending that a 100-percent in-process inspection testing requirement exceeded GSA minimum needs. GAO held that the: (1) requirement was reasonable to minimize safety risks to users; and (2) protester failed to show that the requirement was unreasonable. Accordingly, the protest was denied.
