A firm protested the Defense Logistics Agency's (DLA) rejection of its proposal for rebuilt supplies, contending that DLA: (1) should have accepted its low bid; (2) improperly amended the solicitation after receipt of best and final offers to require new supplies; and (3) should reimburse it for its protest preparation costs. GAO held that: (1) DLA properly rejected the protester's rebuilt assemblies, in accordance with the solicitation specifications; (2) the protester untimely filed its protest against the solicitation amendment; and (3) the protester was not entitled to reimbursement for its protest preparation costs. Accordingly, the protest was dismissed and the claim denied.
